The Scottish Finance Secretary has unveiled the toughest budget since devolution started revealing a package of measures designed to save more than a billion pounds. The Chief Inspector of Prisons says a quarter of inmates released from Peterhead will be back behind bars. In other news former employees of collapsed construction firm ROK have been speaking out. It's emerged a management buy-out deal could have saved the Highland division of the company, but administrators favoured another bid which later fell through. Finally, a former member of the French Foreign Legion has been jailed for almost four years after admitting trying to smuggle heroin into Shetland.
